These extracts were generated from the 2012-04-01 full history
planet file. This is the last such dump licensed with CC-by-SA 2.0.

They are in the OSM XML format and extracted with the softcut
algorithm (contrary to what the file extension might imply).

Most of the border polygons were generated by GeoFabrik. Australia
and New Zealand were cut with bounding boxes.
